We are delighted to announce the following speakers so far.

Sir Howard Bernstein, Chief Executive, Manchester City Council


Sir Howard has been Chief Executive of Manchester City Council for almost two decades and has been instrumental in the development and regeneration of the city and is now leading on the devolution agenda. He has been Clerk to GMPTA/GMITA, (now TfGMC/Transport for Greater Manchester Committee) since the mid-1980′s, where he has taken a leading role in introducing Metrolink, the first UK on-street public transport system, now significantly expanded and still expanding across the Greater Manchester conurbation. He was involved in the establishment of Manchester Airport as a plc in the mid-1980’s and continues to play a lead role in its on-going expansion. Following the terrorist bombing of Manchester city centre in 1996, he became Chief Executive of Manchester Millennium Limited (1996 -1999), the public/private sector Task Force which was established to oversee the redesign and rebuilding of the area. He was instrumental in securing Manchester as Host City for the XVII Commonwealth Games in 2002 and delivering what was then the largest multi-sport event ever hosted by the UK and the most successful games ever.



Deborah Owen-Ellis Clark, Director, MindFolio


Deborah is an award-winning and experienced brand development and marketing specialist and as a director at MindFolio leads the strategic development of retail and destination brands. With a proven track record in the strategic development of retail and destination brands. Deborah’s expertise has been gained from working with blue-chip companies over the last 20 years on both national and international multi-site projects including Quintain Plc, Land Securities PLC, Berkeley Homes, Levi Strauss UK Ltd., The Body Shop International Plc, and Marks & Spencer Plc. . She is passionate about engaging consumer and stakeholder insights to inform business plans, brand positioning and marketing strategies and has developed successful bespoke consumer research programmes for every retail project in which she was involved. Deborah is working with MindFolio on placemaking and customer insight assignments for property owners and developers in the UK, Europe and Middle East. MindFolio recently completed a major piece of customer research across 20 centres and 9 territories in the Middle East; and a major brand-repositioning project for a leading centre in the UK. Deborah is a member of the Chartered Institute of Marketing, a fellow of the RSA and chairs the BCSC Purple Apple Marketing Awards committee.



Andy Godfrey, Public Policy Manager, Alliance Boots


Andy Godfrey began his retail career in store operations, working as a manager within store and regional teams for more than 15 years. For the past 18 years, as Public Policy Manager for Alliance Boots, he has represented both the company and the retail sector across the UK, influencing and interpreting the impact of public policy on retail and town centres. Posts currently held include Chair of the Local Government Policy Advisory Group at the British Retail Consortium; Chair, Heart of London Business Improvement District; Chair of London First’s Retail Policy Group; a member of British BIDs Advisory Board, and a Visiting Researcher at the University of Ulster. Work in recent years includes Chairing the BRC’s ‘Getting Into Town – A guide for improving town centre accessibility’; membership of the Retail Crime Commission; leading BRC’s ‘21st Century High Streets: What next for Britain’s town centres?’, launched in 2012; a Commissioner for British Chambers of Commerce report in 2011 ‘Tackling the Infrastructure Puzzle’, and joint author of the annual Nationwide Business Improvement District Survey, reviewing the delivery of BID’s across the UK.



Simon Loomes, Strategic Projects Director, The Portman Estate


Simon is the Strategic Projects Director for The Portman Estate. His responsibilities include the delivery of the Estate’s major development schemes as well as the management of head lease development activity.  He covers the Estate’s area-wide strategies including town planning, stakeholder engagement and public realm. The Portman Estate is a founder member of the Baker Street Quarter BID which Simon continues to chair as well as being vice-chair for the Edgware Road Partnership. The Edgware Road Partnership is working towards a BID for the Marble Arch and Edgware Road, for 2016. Simon represents London BIDs for the West End Partnership and sits on the British BIDs Advisory Board.
