Dr Julie Grail Chief Executive

Julie established British BIDs in 2006. She has been involved in managing places for over two decades, including the establishment of the town centre company in Kingston (1996 to 2001); then through leading the first BID pilot programme ‘The Circle Initiative’ in central London (2001 to 2004); before establishing Partnership Solutions (2004) which merged with Central Management Solutions in 2014. Her industry influence includes being leading contributor to the original BID legislation; leading author of the Property Owner BID model; originator of the BID Loan Fund; founder of the Bb BID Academy; and founder of the annual Nationwide BID Survey. Paul Clement Director

Paul has over a decade of experience in place management having started his first town centre management company in April 2000. Since then he has developed and renewed BIDs across the country and provided training and coaching to numerous places. This is alongside his role as Chief Executive of Ipswich Central. He has a Master's Degree from De Montfort University into global influences within urban centres. This, together with his practical experience, led to the creation of CMS. Paul is also a non-executive Director of Call Connection, an insurance business employing 350 staff with offices in Ipswich, London and Newcastle. He is a Board Director of University Campus Suffolk and a Governor at St Joseph's College, Ipswich. Email Paul

Fiona Wright Marketing Director

Fiona is the Marketing Director for British BIDs and alongside this heads the marketing and communication support within the Central Management Solutions network. She brings with her 14 years of agency experience in the place/property marketing arena. This experience includes being a key part of the team that helped Ipswich Central achieve the highest aggregate first renewal result in the UK. Email Fiona

Charlotte-Daisy Ziff Membership and Research Executive

Charlotte-Daisy is currently on secondment from Town Centre Securities PLC, a Yorkshire based property firm, where she specialises in research and marketing.  She was recently seconded to support the successful BID4LEEDS ballot, which was delivered by Central Management Solutions. Lucy Evans Membership and Marketing Support

Lucy has recently completed A Levels at The City of Oxford College and comes to us as an apprentice. Lucy is delivering membership and marketing support to British BIDs, responding to member enquiries and assisting on the marketing,  communications and events. Email Lucy

Robyn has come to us as an apprentice after completing her A-Levels and going onto further studies. Robyn will be delivering membership and office support to British BIDs, responding to member enquiries and assisting on finance. Email Robyn

 

British BIDs Auditors

The Accreditation system is aimed at operating BIDs and introduces an assessment as to their management and supervisory systems. It has become the industry standard to measure a BID’s quality management systems.

Penny Alexander

Penny Alexander is a BID consultant drawing on experience gained working in the BID industry for over ten years. She works principally with those developing BIDs and BIDs approaching renewal, providing technical support and guidance, as well as hands on support. Her current clients include Baker Street Quarter, Love Wimbledon, London Riverside BID and Angel AIM. Prior to setting up her own consultancy, Penny was a Senior Associate at Partnership Solutions. Penny was Chief Executive of inholborn (now inmidtown), which she led from a small informal business partnership to a highly respected and advanced BID – one of the first in the UK.

Georgina Dawkins

Georgina has been working with BIDs since the legislation was first drafted in 2004. She worked on The Circle Initiative in central London and the pan-London BIDs programme between 2004 and 2007, sharing knowledge between developing and formal BIDs and local authorities. Georgina has run several successful ballot campaigns and undertook area-wide feasibility studies, business consultations and managed stakeholder liaison and assisted in the set-up of the national British BIDs industry body and the Accreditation scheme. After a five year period at Team London Bridge, she set up as an independent consultant and is part-time Head of Operations at Croydon BID.

Devika Gopal Agge

Devika Gopal Agge has over 12 years’ experience in the development and renewal, management, capacity building, audit and review of BIDs and Public Private Partnerships in the United States, United Kingdom and India. She is a leading academic commentator on the experience of BIDs around the world and has authored various academic publications on BIDs, in many cases co-authored with Professor Lorlene Hoyt of the Massachusetts Institute of Technology (MIT), Boston. 

Devika currently works as an independent consultant and her current clients include the 125th Street BID in New York City and HammersmithLondon BID in the UK.

Sylvia Oates

Sylvia has over a decade of experience of leisure, tourism and city centre management. She has hands-on experience of managing BIDs, having been Chief Executive of Nottingham Leisure BID for 4 years. During her time at the Leisure BID, Sylvia was successful in raising the profile of its work with the licensed trade nationally, hosting many visits by BIDs, the Home Office and other partners to share best practice on promoting partnership working with a notoriously difficult sector to engage. In 2012 Sylvia was instrumental in bringing together the leisure and retail BIDs in Nottingham under one combined BID, which she then headed up until May 2014. Sylvia now runs and launched an online retail venture and also provides project management services, with a particular emphasis on place management projects and licensing trade engagement.

Gary Reeves

Gary Reeves, the principle of GJR Consulting, has over 20 years experience in retail and property. Having spent his earlier career with Marks and Spencer, Gary joined the Property Company Lend Lease and notably, as the destination’s Property Director, developed the customer experience and sense of place at Bluewater. Significantly, between 2001 and 2008, Gary set up and led Europe’s largest and highest profile BID in London’s West End. As Chief Executive of New West End Company, Gary developed the company into a sustainable business through formal status as a BID in 2005 and successfully renewed its mandate in 2008.

Sunil Varu

Sunil has 20 years experience in the town centre arena around town planning, town centre management and business improvement districts (BID). He was Town Centre Manager in both Ayr and Kirkcaldy for 11 and 5 years respectively. Sunil led early discussions with Scottish Enterprise about the BID concept in the late 1990s and in April 2010 successfully took the Kirkcaldy BID through its ballot, established the company with a 5 year business plan and funding of £275,000 per annum and delivered the first year Operational Plan. He is also Chairman of the Association of Town Centre Management (Scotland) and Director of the ATCM representing Scotland.

Peter Williams

For the past 20 years Peter Williams has built a practice that specialises in strategic and organisational development, and economic and community regeneration. He has taken a leading role in the establishment of a number of BIDs, and takes a special interest in issues around corporate governance, corporate social responsibility and marketing to businesses. One current assignment which began in 2000 involves acting as CEO of Better Bankside one of the UK’s largest and longest established Business Improvement District. This is based in an area of central London exploiting culture led regeneration.
